The Rockhill Group, Inc. (TRG) secured a prime position on the new General Services Administration (GSA) Federal Systems Integration Management Center (FEDSIM) ASTRO Training Pool– a 10-year multiple awards, indefinite delivery/indefinite quantity (IDIQ) contract vehicle geared towards the needs of the Department of Defense (DoD) and the U.S. military.
ASTRO includes 10 pools that are composed of data operations, mission operations, aviation, ground, space, maritime, development/systems integration, research, support, and training. The Training Pool includes all training (the providing of instruction) services required for successful execution of a product, program, project, or process regarding platforms and/or robotics for land, air, sea, or space.

The group of folks leading the ASTRO procurement really thought outside the box and greatly invested their time in the market-research phase. Offerors went through a rigorous proposal process in which they only received high technical ratings based on the certifications they hold, and how well they’ve performed on relevant contracts – there was no “writing” of a proposal. This really made the evaluation process quite objective and after 377 awards (out of approximately 600 offers), the awards successfully made it through the protest period without any delays. There was also no consideration of price or cost – unprecedented within GSA. Pricing will ensue at the task-order level, which has already saved time and costs across both government and industry. For the first time ever, the government now has a dedicated contracting vehicle (Pool 10) for all training services required for the successful execution of a product, program, project, or process regarding platforms, robotics, and/or systems for land, air, sea, or space.

The ASTRO contract vehicle, managed by GSA’s Federal Systems Integration and Management Center office, is sponsored by the Department of Defense, is designed to meet the Combatant Commands mission requirements. ASTRO is available for use by GSA FEDSIM and any GSA Office of Assisted Acquisition Services Contracting Officer (CO) granted a Delegation of Procurement Authority (DPA) specifically authorized by the ASTRO CO(s).
