James Rockhill grew up in New York City, New York attending Public School Seventeen (“PS17”) and graduated from Northern Valley Regional High School in 1978. He achieved a Baccalaureate and Masters Degree of Aeronautical Science from Embry Riddle Aeronautical University in 1987 and 1993, respectively.

James Rockhill enlisted in the United States Air Force in 1983 and was assigned to Keesler Air Force Base (AFB), Mississippi after completing Basic Training (“BootCamp”).He was enrolled in the USAF Air Traffic Control School where he graduated with Honors and was then assigned to Luke AFB, Arizona.Airman Rockhill worked as an Air Traffic Controller and Instructor for over four years at Luke AFB’s Radar Approach Control (RAPCON).Attaining the enlisted rank of Staff Sergeant, Rockhill was then accepted in and graduated from the USAF Officer Training School (OTS) receiving the coveted OTS Commander’s Trophy.Commissioned in 1987, Lieutenant Rockhill started Undergraduate Pilot Training at Vance AFB, Oklahoma in 1988.A year later, in 1989, he graduated at the top of his class receiving the UPT Leadership Award and was winged and assigned to the F-111 aircraft.He completed F-111 training with the 391st Tactical Fighter Squadron at Mountain Home AFB, Idaho receiving both Aircraft Commander Top Gun and Aircraft Commander Top Academic Awards.Lieutenant Rockhill was then assigned to the 492nd Tactical Fighter Squadron at RAF Lakenheath in Great Britain from 1990 to 1995.During that time he transitioned to the F-15E while flying in the following Theater Conflicts; Desert Shield, Desert Storm, Operation Provide Comfort I and II, and Deny Flight.In 1996 Captain Rockhill was reassigned to the 334th Fighter Squadron at Seymour Johnson AFB, North Carolina.There he instructed at the F-15E “School House” until 1999 and served as a Flight Commander and Operations Group Executive Officer.VT-4 at Naval Air Station Pensacola,Florida was next for Major Rockhill whose duties included Student Control Officer, Chief of Naval Training Formation Stage Manager, and VT-4 Operations Officer.This is of particular historical significance as Major Rockhill was the first USAF Operations Officer in the history of Training Squadron Four.James Rockhill retired from the USAF in 2004 after 21 years of service and has over 5,000 flight hours of which over 2,000 are Instructor/Evaluator hours in the T-37, T-38, F-111, F-15E, T-34, and T-1 aircraft.He also has over 400 hours of combat time in two theaters of war.His personal decorations include two Distinguished Flying Crosses, two Meritorious Service Medals, seven Air Medals, four Aerial Achievement Medals, two Air Force Commendation Medals, Air Force Achievement Medal, Navy Achievement Medal, and various campaign, unit, and service medals and awards.

Not slowing down after retirement, James Rockhill then created The Rockhill Group, Inc. (TRG). TRG is a federal contracting company specializing in aviation services. Since its creation, TRG has successfully serviced many aviation contracts with the USAF, USA, USN, and FAA even being lauded with “Front-Page News” on USAF Publication, DOD Letters of Appreciation, FAA Awards, Florida Procurement Technical Assistance Center (PTAC) Front-Page Success Story, etc. In short, Mr. Rockhill has skilfully guided TRG to well over seventy-million in federal contract awards.

In his “spare time”, Mr. Rockhill has also taught Graduate Courses for Embry Riddle Aeronautical University, keeping abreast of the latest aviation sciences and technologies, as well as helping military officers achieve their education goals. Mr. Rockhill also received Professor of the Year 2004 Honors from Embry Riddle Aeronautical University.
